All of the Commission’s actions are informed by research on brain development. Research shows that children’s brains develop more during the first five years than any other time in their lives. What parents and caregivers do during these first years makes a profound difference on children’s brain development and will impact the rest of their lives.
Based on this research, California voters passed Proposition 10, the California Children and Families Act, in 1998. This is the legislation that created First 5 county commissions. Proposition 10 added a 50 cent tax on all tobacco products to fund early childhood development, health care, parent education, and other programs that improve services for families with children from a prenatal stage through age five.
The primary role of the Commission is to ensure that Proposition 10 resources are used as intended. In order to accomplish its goals and desired outcomes for families, the Commission invests in programs and activities that are consistent with the local priorities identified in the 2015-2020 Strategic Plan.
